Big News for Clarenville and our Region: A Generational Opportunity


Tuesday, March 3, 2026  could prove to be a historic day for Newfoundland and Labrador.  The provincial government has officially signed a landmark benefits agreement with Equinor and BP, clearing the path for the $14-billion Bay du Nord offshore oil project. If the project comes to fruition, the ripples will be felt right in our backyard. For Clarenville and the surrounding area, this is more than just a "big project"—it’s a potential game-changer - if we are proactive at maximizing the advantage of the opportunity. 


Here is the breakdown of the agreement:

Bull Arm Dry Dock

The agreement includes a $200-million fabrication fund dedicated to building a large floating dry dock at the Bull Arm site. This is not planned as a temporary construction site; rather, it will be designed as a dry dock that could serve as a permanent industrial and defence asset servicing up-to 8000 ton ships for decades.

Bull Arm Continuing as a Public Asset under Oilco

The province cancelled the previous MOU with North Atlantic and will maintain ownership of Bull Arm through the provincial oil company, OilCo. Keeping this asset in public hands ensures that the long-term benefits and control stay right here in the province.

The Promise of Jobs - at Scale

We are looking at a guarantee of more than 31 million person-hours of work over the next 25 years.  From the first weld to the last barrel of oil, the focus will be on sustained employment throughout the project's life.  This project will require a new generation of skilled trades professionals. 


The Timeline

While the path is clear, it is not for certain - yet. Equinor is expected to make its Final Investment Decision in 2027, with "First Oil" targeted for 2031.  That's a tight timeline, and if approved, the project will create at least a 4-year boom.  Considering the current political and world economic environment! I'm optimistic about the project moving forward. It will require proactive preparation on our part.  The tight timeline will stress the Town, labour supply and local businesses' ability to capture the fleeting opportunity. 

Looking Ahead: We Must Be Ready

Based on our town’s history with projects like Hibernia and Hebron, we know that a boom brings both incredible prosperity and significant challenges. If this latest project moves forward, we can expect a surge in new residents, a high demand for housing, and a massive boost for our local businesses.

To truly extract the maximum benefit for Clarenville, we must be proactive, not reactive. We need strong leadership on:

- Smart Housing Growth: Ensuring we have the serviced land and diverse housing options to welcome new families without displacing current residents. During my term on Council, we completed a Housing Needs Assessment that will help inform this initiative. 

- Infrastructure Readiness: Preparing our water, sewer, and road networks for increased demand. This will demand a timely investment by all levels of government.  Council has made a commitment to this with advanced planning and funding, and it has received contribution commitments from the Federal Government.  This current Council continues to seek funding from the Provincial Government. 

- Business Support: Developing and positioning our industrial lands as the primary service hub for the Bull Arm site. Revitalization and strengthened leadership by the business community/Clarenville Chamber of Commerce & partnering with Arnold's Cove Chamber, will go a long way towards maximizing local benefits.  In 2022, Clarenville hired an Economic Development Officer to facilitate this work and has identified more industrial land for development. 

- Training & Retention: Working with College of the North Atlantic to ensure our local youth have the skills to get these jobs—and that Clarenville remains a town where they want to stay and raise their own families.  Clarenville campus offers programs in the key skilled trades of Pipefitting and Carpentry.


The Town's Role

From the Town's point of view, many questions need to be asked and answered- Questions like:

  • What is the probability of the Bay du Nord project moving ahead?  The government and the company need to convince us that this is real and has a high probability of going ahead
  • Is the Dry Dock construction assured? And is it assured for Bull Arm?
  • What are the detailed timelines? (to support planning)
  • When will certainties arise?   When should we expect these dates?
  • When can we all meet with the community to explain what is happening? 
  • What should we prepare for? 
To help answer these questions, the Town should set up/hold a meeting in March with the proponents to get as much information on the project opportunity and, at the same time, be prepared to provide detailed information on what the Town has to offer.  This meeting should include: 

  • Premier (Tony Wakeham)
  • Energy Minister (Lloyd Parrott)
  • Finance Minister (Craig Pardy)
  • OilCo (Jim Keating)
  • Trades NL (Bob Fiander / Cory Parsons)
  • EnergyNL (Charlene Johnson)
  • Federal MP (Jon Rowe)
  • Provincial Federal Minister (Joanne Thompson)

Consider also meeting with:

  • Clarenville Chamber of Commerce (Angela Keats) 
  • Arnold’s Cove Chamber of Commerce (Andy Hannabury)
  • College of the North Atlantic
  • Mayors/Councils from the Region


Further, the Town should consider attending and participating in the Energy NL Conference planned for June.  https://energynl.ca/conference/


MY SUGGESTED TO-DO's 

To get a better appreciation of the project location and its capabilities, Council and staff should visit and research the current status of the Bull Arm Site


Once that is done, an assessment of Clarenville is required.  Consult with businesses and organizations to develop a SWOT analysis relative to this opportunity.

Host an open house business Q & A session, including the project proponents:  

Get the Town and the business community ready!


In summary, this could be a monumental step for the region. Let’s make sure we are at the table, prepared and ready to make the most of it!----
